Manual Handling in Construction: Regulations, TILE and Safe Lifting

A practical guide to manual handling in construction: what it is, the Manual Handling Operations Regulations 1992, the TILE assessment, safe lifting, and reducing injury on site.

Manual handling is one of the biggest causes of injury in UK construction. Lifting, carrying and moving loads by hand is unavoidable on most sites, and over time it leads to the sprains, strains and back problems that make up a large share of work-related ill health. The good news is that most of it is preventable.

This guide explains what manual handling is, the regulations that govern it, and the TILE framework for assessing the risk. It also covers safe lifting technique and the practical ways to reduce manual handling on site.

What is manual handling?

Manual handling means any transporting or supporting of a load by hand or bodily force. That includes lifting, lowering, pushing, pulling, carrying and moving. On a construction site it covers everything from carrying blocks and bags of cement to moving plant, handling timber, and shifting materials around a busy site.

A “load” does not have to be a boxed item. It can be a person, a piece of equipment, or building materials. What matters is the strain the handling puts on the body, which is why the same task can be safe for one person and harmful for another.

The Manual Handling Operations Regulations 1992

Manual handling in the workplace is governed by the Manual Handling Operations Regulations 1992. They set out a simple order of priority for employers to follow.

Reduce the risk of injury as far as possible

In practice this means you should first look for ways to avoid hazardous manual handling altogether, for example by having materials delivered closer to where they are needed, or using mechanical aids. Where handling cannot be avoided, you must assess the risk and then reduce it as far as is reasonably practicable. The regulations sit on top of the general duties in the Health and Safety at Work Act 1974.

The TILE manual handling assessment

The most common way to assess a manual handling task is the TILE framework, sometimes written as LITE. It prompts you to look at four things: the Task, the Individual, the Load and the Environment, as summarised in the cards above.

Working through TILE turns a vague sense that a lift “looks heavy” into specific, controllable factors. A load might be fine on its own, but awkward on a cluttered scaffold in the rain, handled by someone who has not been shown the safe method. TILE surfaces exactly those combinations so you can control them before anyone gets hurt.

Safe lifting technique

Where a lift has to happen, good technique reduces the strain considerably. The basics are worth repeating at induction and in toolbox briefings:

  1. Plan the lift. Know where the load is going and clear the route first.
  2. Position your feet. Stand with feet apart and one leg slightly forward for balance.
  3. Bend the knees, not the back. Keep the back straight and let your legs do the work.
  4. Keep the load close. Hold it close to your body, at waist height where possible.
  5. Avoid twisting. Turn with your feet rather than twisting your spine.
  6. Do not overreach or overload. If it is too heavy or awkward, get help or a mechanical aid.

Manual handling risk assessment

For repeated or higher-risk handling, a written manual handling risk assessment is the right approach. It records the TILE factors, the controls you have put in place, and who is responsible. It is part of the same duty to assess risk that runs through construction health and safety, so it fits naturally alongside your other risk assessments. Reducing manual handling on site

The most effective control is to design the handling out. On a construction site, that usually comes down to a few practical habits:

  • Plan deliveries. Have materials dropped as close as possible to where they will be used, and at the right height.
  • Use mechanical aids. Telehandlers, hoists, trolleys, wheelbarrows and pallet trucks move loads that people should not.
  • Break loads down. Order smaller bag sizes or split loads so no single lift is excessive.
  • Share the lift. Use team lifts for heavy or awkward items, with one person coordinating.
  • Train and refresh. Make sure everyone knows the safe method and why it matters, not just once but as a regular reminder.

Handle less, and handle it safely

Manual handling injuries build up quietly and stay with people long after the job is done. The way to prevent them is not complicated: avoid the handling you can, assess what is left using TILE, and make the safe method the normal method on site. Recording your manual handling risk assessments and keeping them current is what turns good intentions into a consistent, provable approach.
