Preliminaries

Preliminaries, or prelims, are the project-wide costs of running a construction site that are not tied to any single item of work.
Preliminaries, usually shortened to prelims, are the costs of running a construction project as a whole rather than the cost of any specific trade or material. They include things like site management, welfare facilities, scaffolding, temporary services, insurance and plant hire.
